'crsctl' command from root or oracle user can be used to check the clusterware health But for starting or stopping we have to use root user or any privilege user.
[oracle@TEST_NODE1 ~]$ crsctl check crs
CSS appears healthy
CRS appears healthy
EVM appears healthy
